How do I apply for the HrBlock Emerald Card Advance line of credit??

I cannot find the application to apply for HR Block Emerald Card Advance line of credit that I qualify for, it is not on the web site. I understand if I met the qualifications, I would be able to apply for a line of credit. Well it has been five months since I opened the account and I cannot seem to get any cooperation from HR Block Bank, except them telling me I qualify. The web site offers no application or number to call. The number I got from customer service was just a recording about the advance. Is this advance only offered certain times of the year, because my tax preparer told me it was year round once I qualify. Knowing I would have a line of credit when I needed it was the main reason I signed up for this account. Could someone please help me with this matter? Thanks
